The Provincial Constitution and Canons Committee (PCCC) is the renamed and formalized version of the former Governance Task Force (GTF). It reviews, drafts, and gates proposed changes to the ACNA's Constitution and Canons before they reach the Provincial Council (the main legislative body of bishops, clergy, and laity delegates) for debate and vote.
Members serve 6-year staggered terms and can be reappointed; the Archbishop, with Executive Committee consent, can also remove members. At least one member must be an active diocesan bishop; provincial chancellors serve as ex-officio (non-voting). This setup was formalized in recent canonical changes and ratified around Provincial Council/Assembly, shifting from the prior Governance Task Force where appointment was solely the Archbishop’s.
"It's especially concerning that the PCCC will not consist of elected officials, but rather consist of folks appointed by the Archbishop. It is massive episcopal overreach and ultimately renders the Provincial Council utterly pointless because an unelected council gets to choose what the Provincial Council even gets to hear! Given Archbishop Wood's stances on the issues facing our church today, the PCCC will be a point of extreme vulnerability in the ACNA if it does not approach matters with an unbiased point of view. North American Anglicans for Reform (N.A.A.R.) is a lay-led movement advocating for theological orthodoxy in the Anglican Church in North America (ACNA). Founded in early 2026 in response to the rise of women’s ordination, particularly after Bishop Christopher Warner ordained his own wife, Catherine Warner, to the presbyterate in September 2025 the group quickly mobilized through the Valentine Appeal petition of February 14th, 2026. Its advocacy contributed directly to Acting Primate Bishop Julian Dobbs canceling the provincial “Imago Dei” event originally set for February 26, 2026, which had planned to feature materials critics viewed as attacking complementarian theology and male-only priesthood. NAAR calls for an immediate end to women’s ordination across the province, rejection of the “dual integrities” compromise, and a return to the historic Anglican consensus on male-only priesthood rooted in Scripture, patristic tradition, the 39 Articles, and the undivided Church. It operates through petitions, open letters to ACNA leadership, and its website anglicanreform.org, as a grassroots effort to preserve orthodoxy within the ACNA.
